Snowball will give you the option of 3 sound pickup patterns, depending on where you are capturing sound from. The Snowball iCE will only give you 1 option. Snowball uses a 2 condenser capsule, while Snowball iCE only uses 1. You can't go wrong with either microphone, but if you're recording in a busy space the $49.99 Snowball iCE is going to pickup more of that.
