I realize it is bluetooth technology to play sound, but is there a way to charge my Samsung phone from the SoundLink device while using it?”

Not possible. Even though the Mini has a battery inside it, there is no way to connect it to an external device and have powered using the Mini's battery. There are BT portable speakers out there can can power your Note, but the Bose Mini can't do it.
