If it's like my Mophie Juice Pack for iPhone 6+, both the case and the earbuds will be charged when connected to power at the same time. Depending on the meaning of "priority" (sequential vs concurrent), the earbuds will be charged either first (sequentially) or faster (concurrently) than the case. The point is that when you come back after enough time, both will be fully charged. This eliminates the need to intervene manually and charge each one separately. Giving priority to the earbuds is consistent with the end goal, which is fully charged earbuds.

Bose says that the headphones are prioritized then once they are full, the case charges...so they must not charge simultaneously. I'm not sure exactly however. With both plugged in, both headphone and case charge lights blink.
