Yes, it will work with an iPad. We use ours with iPads, iPhones and Samsung phone. Your location doesn't matter, it works with Bluetooth and not cellular signal.

Yes, it will connect via bluetooth to your iPad and cell coverage is not necessary. If you have music on your iPad you can play that or via WiFi any streaming service.
