Will this mount to a bike or scooter null

If you have air vents it should. Just make sure they are aimed correctly.

No it only clips to a car vent and barely that.

Made I'm not sure ure it would mount to a moped or a bike. My guess would be no.

No it will not. Visit a bike shop. They will have superior products designed to mount on your bike.
