Hello - We are sorry the upper freezer basket does not pull all the way. This will require service by a qualified technician. You can schedule an appointment with a GE Appliance technician by calling 1-800-432-2737. They will care of the loose part as well. We apologize for any inconvenience it has caused. Olga@Cafe
