Chromecast with Google TV has access to more than 6,500 apps that you can download from Google Play Store. Take a look at the following link to view which apps are available: https://tv.google/

So you can sideload apps, but to download additional apps there's no playstore icon. You go under the app section and then can browse or search with Google Assistant or type it out. As for preloaded apps I don't remember, but during setup it will automatically download apps you have linked with the Google Home App.
