No. Its not like other Chromecast devices where you cast from a phone or computer. Google TV has its own interface where you add all your apps. All you need is the Google Home App on phone for the initial setup.

While you can still cast to Chromecast with Google TV through cast-enabled apps on your mobile device, it also comes with a remote control that will allow you to play contents from your linked media services.

Nope, this has Google TV, which is a new name for Android TV. You'll be able to stream your shows/movies through this device without another device. You need the Google Home app to set it up and connect to your WiFi network.
