No. Chromecast with Google TV will most likely not be able to connect to your apartment's shared Wi-Fi network as they might be using a captive portal to log you in. Chromecast with Google TV doesn't work with captive portal networks.

Yes. It gets the WiFi name and password on the app when you install it.
