If you can create a hotspot/wifi network with your phone, you should be able to use the YTTV app on the Chromecast. Just do all your setup/downloads at home with wifi, then use the phone when you're at the cabin.

No. Your Chromecast with Google TV needs to be connected to a Wi-Fi network with an internet connection in order for you to stream from any cast-enabled apps. You'll also need a Google Home app to setup or install the device. Below are the requirements:

-A Google Account
-A home Wi-Fi network
-One of the following mobile devices:
     *Android phone with Android 8.0 or later
     *Android tablet with Android 8.0 or later
     *iPhone or iPad with iOS 14.0 or later
