I have these fans and they are near dead silent, and quiet even at full speed.

Yes and No. To explain, you will hear the fan because they are blowing, but it isn’t like a dirty PS4 that sounds like a jet is taking off. Though it’s easy to block out, especially if you’re working or playing a game.

They’re quieter than the stock fans that came with my case. Not 100% silent but I have noticed a large drop off in noise from what I switched from.
