It's a box with some fans that light up and a control module for them. You supply the rest of the parts to render it a functioning PC, like power supply, motherboard, CPU, memory, graphics cards, and HDDs or SSDs, and bolt them up and plug everything in yourself.

The PC case (aka tower) just holds the components for the PC such as the motherboard, graphics card, etc. There is no hardware inside of the case itself.
