Yes. You have to apply equal pressure on the brackets. My suggestion is you put enough pressure on the block to hold in place. Move the block around till you find the sweet spot for optimize cooling. Careful not to let the CPU get too hot. After you find the spot within the movement range of the brackets lock it down and not to tight just enough for it not to move.

Yes it comes with brackets for AM4, TR4 and intel. For AM4 you will need to install the stock AMD back plate that came with your mobo. That's the one with the two black plastic pieces with hooks that screw into the mobo on each side of the CPU.
