No -- this is JUST A CASE - there is no motherboard, video card or the like. Not a whole computer. FYI, what you are describing sounds like the old 15 pin connector used for analog VGA monitors. You can get adapters that convert from the more modern digital monitor connections (DisplayPort, DVI) that you can plug your monitor into.
