“Can the frame of the computer case be between the fans and the radiator?”

• Yes you can but wouldn't recommend. The case can create an air gap which can reduce air pressure so you might not get as efficient cooling as you would if the fans were mounted directly on the radiator.

• It could if you have longer screws but I do not recommend doing that as you would take away from the air movement and force.
