Yes, it uses a standard micro USB cable in the front like a proper corded mouse.  I charge mine with a cable plugged into a charge only adapter and connect wirelessly to the computer anyhow.

You can use it while it's charging. It's as annoying as any other wired mouse can be as the cord can get in the way depending on your desk setup, but there are no issues using it plugged in.

The mouse works the same wired or wireless, but if you are using the original charger (USB micro) the cable is only about 1 meter in length and is fairly short, so you might need to get yourself a longer one.
