They will almost never have an os built in. Neither will a hard drive. You need to buy the storage and the OS separately

To install an OS you should go to another computer and search for your operating systems installation media and download that to a flash drive. Once you have it installed you can plug it into your new computer and power it on, this should let you install your OS. Keep in mind that the installation media is a free tool that will let you install the OS, HOWEVER it doesn't include a license key. If you install your OS without a key it will work but you'll lose out on some features like being able to set your own wallpaper, etc. but the pc will still be usable and work fine. To purchase a key you'll need to buy one online or in store at select locations(many stores stopped carrying physical key), you can purchase them straight from Microsoft or from resellers for much cheaper, you could get a full price key from Microsoft or one for a fraction of the price at sites like G2A and CDkeys.
