I'm not sure what motherboard you have (if you don't either do WIN+R and type msinfo32 and look under Baseboard Manufacturer) but my similar pc from CyberpowerPC has an Asus motherboard and all I had to do was download the Armory-Crate software: https://rog.asus.com/us/armoury-crate/ Once downloaded don't worry about registering/logging in you don't have to for this. Click on the collapsible side menu at the top right and click device and then your device, it will automatically bring you to "Shutdown Effects" where if you want the lights off when its shut down only, click the off toggle at the top. The program also can modify the motherboard lights when its on in the "Aura Sync" category though you can explore the features of the Asus program on your own. Hopefully this helps!
