“Will this docking station allow me to keep my laptop closed but still be in use and powered on? I know with the Dell WD22TB4 I just have to plug it in to my laptop and it powers on and shows up on my monitor. Does this one work like that?”

Yes, this docking station has Clamshell Mode capabilities.

My experience with "laptops", there is a function key that brings up choices on you your laptop with interact with monitor (duplicate what's on laptop to monitor, use both laptop and monitor, don't project to monitor...). If things don't seem to be working for you, check out this setting on your laptop.
