How do you turn on the heater null

Push the power button. It looks the same as the power button on a computer with the "I" in the center of a "O".

there is a button right under the display or you can use the remote and press the bottom button.

Push the middle button under the display on the front center of the heater (it has what looks like an "I" in a circle), or use the remote by pushing the button just above the Delonghi name (again it has what looks like an "I" in a circle) . Push it again to turn it off. Make sure you put batteries in remote first.
