How do you lower it so you can vacuum null

Hi, the Dirt Devil Quick Lite Plus Bagless Upright Vacuum has a handle release pedal located on the bottom left side of the vacuum. Step on that to recline the vacuum to being cleaning. Thanks!

There is a recline/release pedal on the red base on the left side of the unit.
