You have to use both the controller and the iPad together. It does not require a cellular connection.

You would simply use a lightning cable and plug the USB end into the bottom of the controller. While you do not need cellular to use it, it is helpful to download map data with satellite view vs plain map view. I have an iPad Mini 3 and use the hotspot from my iPhone for data when using it. I also recommend an adapter to hold the iPad in place with the controller. The included controller only fits phones primarily and an adapter is needed for larger devices. I also recommend a sunshade for this that you can buy as well.

No, you don't need a cellular connection, but there are some features that are enabled if you do have a cellular connection such as caching maps, live streaming, and live geo unlocking. If you have a cellular WiFi hot-spot, then that would work with a WiFi-only tablet to enable the Internet-connected features.
