“My Dynex Charger is supplying 5 volts at the output for 20 to 60 seconds and then the output goes to zero volts. If I disconnect the USB and reinsert, the 5 volts comes back for 20 to 60 seconds again. I am supplying 30mA to a resistive load.”

If it works fine charging your phone and only fails with the 30 mA load, then my guess is that the Dynex circuitry must have a minimum load to be able to regulate its output to 5V, similar to PC power supplies.
