Hello Dee, this is Kelly with Dyson. You certainly can use your HP04 24 hours a day should you desire. When using the machine in heat mode, it will shut off after 9 hours of continuous use, as a built-in safety feature. You can then turn the machine back on manually. With regard to cost, this can certainly vary according to the standard unit price by market. That said, I can confirm Dyson heater fans use up to 1500 watts when used in the heating mode. This will vary based on the airflow setting, as well as the features that are being run.
