• Yes of course you can use the ebay cards. The ebay gift cards i have used to send to people from $100 to $300 have never been stolden like other gift cards i have used.

• Yes you can, you do need a paypal account to use the cards though.

• Yes, but you can't activate more than $1,000 in a month, and some other restrictions, like you can't use a coupon on things you pay for with even partial gift card.
