The speakers do come with a plug for the wall. I believe one is an active speaker (powered) and the secondary speaker is passive (powered by speaker wire from the primary).

They plug into the wall; the PC does not power them.  I have them plugged into a Logitech Bluetooth adapter and stream the sound form my laptop through Bluetooth to them, and they work great.

These speakers use a cord w/ two-prong plug that plugs directly into 120v ac receptacle.
  To the previous question, yes, the Bass is ample, and has separate bass, treble, cross over controls on the side of the speaker.  They provide rich beautiful sound.  note: the pc has a control panel also for further sound adjustment.
