“When the PC "Restarts," this monitor says "No Signal" and doesn't show anything until the "Windows" message is seen. The "Dell" message of, "Press F12 for BIOS" is not visible at all. Why is this and can it be fixed? Other monitors are faster.”

It's because the monitor doesn't accept that resolution or isn't adjusting fast enough to the change. Turn the monitor off and on before booting it back up. Alternatively, windows doesn't go through a full post on a regular reboot anymore. Make sure you are doing a full reboot.
