It should be able to in NEAR max settings, in V-Sync, as long as you have a semi-decent processor, and you are gaming in 1080. The whole NPC appearance thing - if not the in-game setting for distance, makes me think you either don't have enough current GPU GDDR (you should have at least 4gb), or you are experiencing CPU bottlenecking.
