• To the best of my knowledge none of the iPads support external hard drives even with the correct cable.

• You could partition this drive and use part of it for Time Machine back-ups and the other partition for photos. Or you could designate this drive not for Time Machine and just use it as an external drive for photos. I have never tried to store a music library on an external drive, but if Apple lets you designate an alternative music library, I don't see why that would not work.
