I have a 21 1/2 inch wide window. Will this fit? null

Yes it'll fit, it's only about 16.5" wide (w/o side panels).

Hi - The minimum window size when using the frame and side curtains is 21 7/8". The air conditioner itself measures 16 7/16". You could possibly install the air conditioner in the window without the curtains. You will need to provide the materials to enclose the additional space on each side of the unit.
