I’ve been having the same problem. Also - my Toaster Oven has a loud whirring sound when I run it- almost like the fan is caught up on something. I’m returning mine!
Sorry, there was a problem. Please try again later.Push the bottom button, the timer will blink for about 2 seconds. At that time, rotate bottom button left of right. That changes the timer. If it does not, it’s possibly defective.
Sorry, there was a problem. Please try again later.I'm going to answer the question I submitted. When you push in the lower knob to adjust the time, you must release the button after the time in the upper display blinks in order to adjust the time. DO NOT hold the button in.

For ROAST, BAKE, BROIL, and KEEP WARM cooking modes, rotate the lower knob to select the desired oven temperature. To adjust the cooking time, push the lower knob button and then rotate the knob to select the desired cooking time. By default, the convection fan is deactivated for these cooking modes, but it may be manually toggled on using the "Conv." button. For automatic cooking modes, the cooking cycle will start immediately and timer will begin to count down. If this does not happen for you, we recommend scheduling service with a certified GE Appliances technician that will be able to accurately diagnose and repair your appliance.
