The LHR throttling mechanism has been 90% defeated with most current mining apps... NBminer, TRex..... Meaning if the non-LHR version mines at lets say 100mhs... an LHR card (excluding 3060s, avoid 3060s) will mine at close to 90mhs.

Low Hash Rate. It's meant to deter buying it for crypto mining by literally slowing it down starting at around 50%+. The video card functions and performs the exact same otherwise in any other situation. It's a software lock built into the card itself usually.
