You definitely need hotspot or wifi or else it wont work

Please try again later.It needs an ongoing internet connection to set up, however, what I read is it can be used, once set up, off of your phone's hotspot, but it needs one or the other to work. There are forums you can Google that can explain things further for you, but this is what I found so far. Hope this helps!
