The set-up is basically to connect the Chromecast to your WiFi network (WiFi is required). After the initial set-up, you can use a laptop to stream video, music (Netflix, YouTube, Spotify, etc) to your Chromecast. So technically a smart device is required for the initial set-up, and then you can probably do without one. As long as you have WiFi, you might be able to ask a friend/family member to help use their phone to do the set-up, and then you should be good.
