They can be paired to multiple devices, yes. Personally mine are paired to both my personal and business cell phones, as well as my laptop. However, they are not "multi-session" capable, meaning they can only be *connected* to one device at a time. Some other products can be both paired with multiple devices, and connected to multiple devices simultaneously.

You can outside them to multiple devices but they do not switch between devices on their own. You would need the Pixel Buds Pro for both multiple pairings and device switching capabilities.

Yes. Google Pixel Buds pairings can be retained for up to 6 devices. Further pairing of devices will forget the oldest one.
