Will it work over winter hat and does it say on null

Hat clip needs a good place to connect to that has some rigidness to it. I tried it on the soft part of my baseball cap and the camera footage was unusable since there was way to much shake and bounce. GoPro7 might help with it's built in stabilization, but maybe not.

Yes. It has rubber strips around the entire inside strap. You can also use the quick clip too for extra peace of mind, and clip it down to the hat

i have used it with baseball cap and a beanie so it should stay on fine with your winter hat.

It should stay on over a winter hat! It is recommend for non-impact activities.
