YES, Use the mobile app to control it, I would also suggest finding a way to secure the camera so it won't fall off the top of the vehicle

That will allow you to control the camera, but you will already need to have the camera on and paired with the remote. If you don't use the GoPro for a while, it will go into a standby mode, and when you're ready to use it, the remote can reactivate the GoPro so you can start recording.

This will allow you to turn the camera on and off remotely, gopro claims at a distance of up to 600ft. I do not use the remote, the camera has voice activation which i use for my needs. Also once the camera is turned on you can connect to it via the app on your smart phone and control it from there, and even watch the live feed on your phone.
