I will answer the first part of your questions. It does require a wifi network and it does require and internet connection. You lost me on your question regarding phoning home everytime.
Sorry, there was a problem. Please try again later.Technically, Internet access is required for downloading the TV guide and if you subscribe to Premium. To simply watch OTA channels, you only need your internal home network. Internet access is also required for account management, so I wouldn't consider Internet access optional. In short, I do not believe the device phones home for regular, OTA channel viewing, but the interface uses the guide which requires downloading from the Internet.
