“I have a wireless modem that was installed in the basement of my townhouse. I set up a wireless router on the 2nd floor. However, the signals are weak all over the house. Especially on the third floor. Will this service help, even though its setup already”

Yes, but get the Orbi with the two extra boosters.

Then you will have to acquire newer updated equipment which you could just go and get from Best Buy. Might be a little more expensive than you anticipate but the higher priced routers and range extenders will make your network work through out the house.
