Yes, you can set a desired temperature and it will cycle on and off to maintain that temperature.

Yes if you set it to a temperature for the room and the room does get to that temperature, it will shut off. It will turn back on automatically however, it won't stay on long because the room will still be at a warm temperature and the product heats up quickly.

Yes, it will - it's all explained in the device manual. An added plus is that the temp control is digital, and is adjustable up and down by a single degree at a time.
