They are independent functions. Fan has to be running, oscillating is optional

Yes you can turn it off and the fans still run without oscillation turned on. You can still set it to high or low fan speed with or without oscillation. The motion sensor can also be turned off too and you can turn off the oscillation function using the included remote.
