It’s mATX but not sure who makes it. Likely made specifically for HP to be used for their Omen PCs. It’s pretty barebones and has extremely limited Bios options. All advanced controls, including RAM speed and overclocking are controlled through special Windows software which comes with the system, unconventional, but it does the job.
