A:AnswerI believe Intel has a Boost (or auto Overclocking when needed feature) It says the CPU is Quad core 3.6 GHz and I have seen it run up to 4.2 GHz when needed all on its Own I have had to do not overclocking on my end.

A:Answeri dont know "Rust" to well but i get 100 fps in fortnite with shadows off and otherwise all epic settings so i would think that this computer can probably run "Rust" just fine. I also recommend upgrading to a intel i-7 due to the fact that the i-3 is very old. That will definitely bump up your frames too.
