Yes, But you must first enable TPM in the BIOS before it will let you install Windows 11 as this is off by default. After I did this it let me upgrade and I am now running windows 11

Yes just activate the 2.0 security chip in the bios and it conforms to windows 11 chip is already installed just wasnt enabled pretty simple process to get it going
