Somewhat. You can adjust it relative to the refrigerator temperature, but it's not separate and it's not very precise. There's a slider behind the crisper drawer in the refrigerator section that controls the airflow between the refrigerator and freezer. Sliding it one way makes the freezer colder, the other way makes it warmer. But there's no separate temperature control for the freezer, just an adjustable vent.
