“If the door is open at 90 degrees, does the width stay the same? Does the door spin in place? I am building cabinets around it and want to make sure I got the correct measurements”

No it doesn’t stay the same place. You need little extra room about 1 inches or you need to keep the door little outside of the cabinet.
