• Yes, it should be able to add charge to your phone battery even while streaming. I've used it to run directions with the GPS and Google Maps and had it added a good amount of charge before my trip was complete.

• Yes it is. It charges your phone really fast. I used this car charger while listening to music and using GPS for a 6 1/2hr drive from NY to VA
