As far as I know, any TV with HDMI input can use HDMI-cec and this does have hdmi inputs. So, "Yes" to that one. As for Google Home i do not have that and do not know exactly how it works. I do have Amazon Echo devices and those must interface with your home network. This is not a smart TV, so it does not connect to your network. Now is there a controller out there that can interface with the TV and Google Home? I don't know. But that's what you would need. So, I'm going with "No" on this one.
