To link an Echo device you need to use the Alexa app on your smartphone, tap Menu > Settings > Video and TV > Fire TV and follow the on-screen instructions. The TV has a Sleep timer, but it cannot be activated by Voice. To fully control the TV you need to use the Remote.

My Alexa app has picked up that the TV is under my acct after I signed in to my Amazon account. It has a sleep timer. How the voice control works with an Alexa dot I haven't figured out yet. This is a small TV for my guest room so it's not used much. I don't know how you'd switch between the different apps also without using the remote control. Hopefully that helps you.
