1) Yes, you can download the HBO Max app on this TV.
2) To enable the Power On feature go Home > Settings > Display & Sounds > Power On and select Last Input.

It does have HBO Max. When you turn on the TV a menu appears and you have to choose from a variety of choices one of which is local TV as well as HBO Max and various other choices.
